ministry. In 1976 it had adopted a matrix-type organisation, which
came with several committees and lateral relations not shown here; see for instance HTK 1983-1984, op. cit., 134 and Sorrell, loc. cit.
The general opinion was that the matrix organisation
was overly large and lacked decisiveness due to
increased bureaucracy and an
emphasis on consensus. Moreover, it proved difficult to establish where
exactly the powers of the central organisation ended and where those
of the armed
